First, I am going to assume you mean a human skull. There are many published skull diagrams, both in books and on the internet. Sometimes, paper that is white on one side and black on the other is used to get the effect of the interior of the skull, or the pits of the eye sockets, for example. There are also diagrams of other skulls, such as cattle skulls, for example. Find an origami diagram made using the standard conventions that is of the level of complexity appropriate to your skills and follow it. There are several diagrams available on the web ranging in complexity. Alternatively, find a video showing how to make one, like on YouTube.

If you are not already experienced in folding origami, you might need to make something pretty simple. If you don't mind drawing the eyes and nose on the paper, something a purist might not want to do, but if you are just having fun, what's the harm? Here is a video of a simple skull like that:
