Answer Shel Kaplan - Although really it was a collaboration between the inventors of the AtroPen, which could inject atropine and the US Military. The makers of the AtroPen did not know how to inject a large volume of drug held in a plastic chamber - luckily the US military were looking for an auto-injection device (to deliver an antidote to a Soviet nerve agent being used by the Israelis in the Yom Kippur War), and had already resolved the problems with the plastic chamber. Together they came up with the EpiPen.
