Is it illegal to blow bubbles while driving?

Any action by the driver which causes him or her to drive without due care and attention would be illegal. Blowing bubbles would fall under this is the driver was doing it.

If a passenger were doing it and his actions caused other road users to drive erratically then this would be illegal too and he would be responsible for any ensuing accidents.
