1. Needs a supply of cooling water, could be a large lake, or river, or the ocean

2. Not in a serious earthquake zone

3. Not too near an airport and certainly not on an approach or take-off route.

4. A few miles away from large towns, ten miles is reasonable. This is mainly for PR reasons, people are worried about pollution even if there is no need to be.

5. If it can be near an existing main transmission line this helps by reducing the need for new lines, though existing ones may need upgrading.
