1.7 dti 2002 vauxhall astra with a EGR valve problem does this reduce the speed of your car?

hey there had many probs wiff my astra mk4 52 plate, had prob a while ago the EML kept coming on had many things replaced it came down to a split in the boost pipe from the wastegate and the turbo, b4 having dis done the car reached about 2500rpm and the eml came on and the slowed down and used to smoke alot. not sure if that has helped Andrew
