Does a Wards Western field 18M Single Shot 20ga hold a 3 inch shell?

No. These shotguns were manufactured by Mossberg approximately 1936 to 1939. Some were chambered for 2 1\2" but most were 2 3\4". Measure the chamber prior to shooting.
