The Cordillera Administrative Region (CAR) in the Philippines is often referred to as the Cordillera Autonomous Region, but it lacks full autonomy primarily due to the failure of the proposed Bangsamoro Organic Law (BOL) and the subsequent delays in the realization of autonomy for the region. While CAR has some level of administrative governance, it does not possess the full political and fiscal autonomy that was envisioned in the original autonomy proposals. Additionally, ongoing challenges related to governance, cultural recognition, and the integration of indigenous rights have hindered the establishment of true autonomy in the region.
