Can wetlands cause flooding

A lot of water is absorbed and held by the ground in wetlands. by paving these areas all of the water from rain runs directly to drainage and and overloads the system. rather then having some retained in the wet lands. The same sort of thing can happen with chopping down forests the trees and leaves and plants hold back an enormous amount of the water that comes down in rain.
