Set out at 10 o'clock. what does it mean?

The question is a bit vague, however the term "set out" when speaking about traveling or taking a journey basically means to begin the journey. I.E. Begin your journey/your travel at 10 o'clock. Of course, it would be important to clarify whether that's 10am or 10pm.
