Why do small fish not have hearts?

Fish live underwater, where there is no air to breathe. They have evolved gills to extrect dissolved oxygen from water. Fishes do not have lungs as it cannot filter air from water like gills, therefore, if fishes had lungs, their lungs would be filled with water, making them unable to breathe and survive.
