Why would someone be classified 1-h for selective service?

1-h is the "default" status and means that you are not eligible for processing because no one is being drafted currently. If a draft became necessary you would be eligible to be drafted. This would occur in time of war and/or when there are not enough people volunteering to serve in the military.
