Who are considered Handicapped Person?

It depends strongly on the government jurisdiction. Indeed, in all or most Canadian jurisdictions the Word 'handicapped' is often avoided altogether because of the negative connotations that have come to accompany this Word, not to mention the implication that some people are incapable of most of what the rest of us are.

Most typically, I think, a disabled person is one who is unable to walk or climb stairs without special aids. It could be a person whose vision is so poor that they cannot readily move about outside their homes. It probably includes people whose intellectual development is insufficient for them to participate in the usual formal education system or to find unsupported employment.
