Does the gasket for a pool light fixture also hold the housing ring on?

The housing ring, depending on brand, will hold the gasket. Some lights are assembled with a housing ring and screws others have a clamp type ring. There are several types manufactured. Remember to always replace the gasket with a new one when replacing the bulb etc.
