It depends what you mean,

If you mean hes like nervous to talk to you and too see you

then he may fancy you,or wants to get to know you but doesn't know how.

Or

If hes trying to avoid you,and like gives you this face :| then he might just think your annoying or so intimidating that he cannot uphold a conversation.
