Why could Henry VIII have mistresses?

Because he wanted to and could. He was Henry VIII. He was the king over two countries and not a very compassionate man. He had two of his own wives beheaded. Who was going to tell him no? At the time of his reign, mistresses were very common among kings and wealthy men.
