It depends on what you mean by the best? If you mean the biggest it is the Rungrado May Day Stadium with a capacity of 150,000 in North Korea. There is a big dispute about the best as it is a mix of capacity, how deluxe it is and the technology with in it. (Eg. health and safety equipment, training facilities and the quality of the playing area.)
