A bee's metabolism slows down when the weather gets colder and they tend not to fly when the outside temperature is below 10 degrees Celsius. They cluster together inside the colony to keep warm using their own body heat. Secondly, there are very few flowers in bloom during winter weather so there is no for them to leave the hive and 'forage'.
