What do say to educators who say technology in teaching takes time and expensive?

(First, ask them how they ever managed to pass their certification exams with such a poor grasp of English.) Secondly, agree with them, and then suggest that, together, you explore alternate sources of funding. I teach at an alternative high school in a poor district, and we've had a fair amount of luck finding local businesses to donate items to us (including a smartboard and an ELMO).
