There are many stimuli to make a dog turn his head. One of these (the most common) is to make a loud or weird noise. The dog turns its head in order to locate the sound better, as it gives another directional axis for sound location and helps the brain find the source by giving multiple inputs (It helps the dog narrow down the sound, if you will).

One can also train their dog to respond to specific stimuli for treats. A specific noise or action, once a dog is trained to respond, will cause the dog to cock its head, resulting in a treat or a scratch on the head.
