Initially, you can contact the insurance agent who sold the policy. If that does not assist, contact the Insurance Department of the state in which the policy was sold. The insurer generally would have been authorized to issue policies in that state, and if it still is, the insurer would make periodic filings with the regulator which would show contact information.
It may be the case that all of the policies of Western Resources were assumed by other insurers. It does appear that many of the Idaho-based polices were assumed by Conseco and by several other companies.
Finally, you may wish to check the records of the Unclaimed Property authorities in your state to determine whether Western Resources, or any of the companies that assumed its policies, deposited funds with those authorities because you could not be located. If so, there is an orderly process in place in every state by which to claim that property.
