How do political parties form?

Political parties are organized on the local, state and national levels.

a group of like minded citizens get together and form a political committee stating at the local ward_precinct_district level in each city_town in the state then form district and state governance bodies to run the party after that the party has to petition to get on the city_state_federal ballot line
