Some suggested candidates would be North Korea, Zimbabwe, Sudan, Uzbekistan, and Myanmar (Burma).

Transparancy International published their report Worldwide Corruption Perceptions, based "...the degree to which corruption is perceived to exist among public officials and politicians". Please note the Word 'perceived'; the top five on that list are:
