Some good characteristics would be:

• Not answerable in a single sentence.
• Leads to a conclusion that is debatable.
• Requires investigation in order to be answered.
• Is understandable to those outside the specific field.
• APEX: IT MUST LEAD TO A CONCLUSION THAT IS DEBATABLE;)
