How do you evolve cyndaquil in Pokemon Mystery Dungeon explorers of darkness?

If it is a starter or partner you must recruit Palkia, Dialga and Manaphy. If it is recruited you must graduate from the guild and go to luminous spring. It has a certain level requirement to evolve.
