Can you travel from nigeria to any Europe country without having any relations in that country and not pay visa fee?

Yes. Certainly. Yes you can! Just hire a boat and travel all the way through Nile River until you get to Mediterrenean Sea. Then, you can now go anywhere in Europe. It's logical that all countries don't have a barriers that extend throughout the perimeter of the country. So there are some kind of hole in there to be able to get through.
