No, it is a job requirement just like having computer skills. You can be of any race, sex, or national origin as long as you speak the language so it is not discrimination

If the job needs you to speak a different language in addition to English that is their need and it is a skill you need to obtain the job. If you do not have all of the skills you do not qualify.

Yes it is discrimination. In California Prop 63 declares English as the official

state language. Spanish is not the official state language. Bilingual implies

the applicant must know Spanish, which is discriminatory.
