Why did congress call for the Philadelphia convection?

Congress called for the Philadelphia Convention in 1787 to address the weaknesses of the Articles of Confederation, which had created a weak central government unable to effectively manage issues such as interstate commerce, taxation, and national defense. Delegates aimed to create a stronger federal structure that would balance power between the states and the national government.
