What is the meaning of the term Diaspora Policy?

The term Diaspora Policy have two different meanings.

First one, the policy making of a sending country towards the diaspora in the receiving country. China, India, Mexiko and the Philippines have verylarge diaspora abroad. China and India have sucessfully engaged their diaspora for capital funding for the modernization of the economics. They are very unsuccessful in brain circulation, most of the students and scientist abroad do not return home. The loss of brainpower is a hardship, so China and India are stands lower in the hierarchy of world economics. For the Philipines sending immigrant workers abroad is a useful tool to generate remittances.

Second one, autonomous social movement of immigrants claims for legal documents and workers right. Some groups are engaged in a civil rigths movements, some have a very traditional view on the way of life like the Islam inspired social movements.
