Yes and No. Do you need a "Oregon Boater Education Card"? Yes. Do you need a "Oregon Boating License"? No. There is no such thing in the state of Oregon. It may seem like semantics, but calling something a "License" implies certain things (such as expiry dates, renewal fees, ability to suspend, etc...)
