Yes. If you are fishing off of a charter, the charter guide should supply them. Make sure you find out in advance. However, if you are fishing alone, you are required.

Remember, if the places you fish down here hold both types of species, freshwater and saltwater, you are required both. The St. John's River is a big example of fresh meeting salt.
