Why did marchosias the demon believe he could return to heaven?

Marchosias was one of God greatest warriors until he chose to follow Lucifer to the depths of hell. He sat upon the seventh thrown and thought because he was so dear to God that he would be able to return after a term of 1,200 years to his thrown.
