Who is riley in twilight?

in eclipse, when Victoria come back to kill Bella, she brings with her a army of young vampires. Riley is a new vampire but not as young as the others, a year or so older. he's like Victorias second in command so to speak, but Victoria pretends to love him so he will do what she wants. in the end seth kills him
