no it is not. when you try going to the gate, you will see 2 guards. they both have a machine gun, but you probably wont make it that far because there are warning signs everywhere saying that authorized firing is allowed. i came down there once, and there was even a pavelow hovering around me and my team, so if you ave thoughts of going, dont get too greedy.
