Does a police officer have the right to keep a passengers purse in the car while he searches everyone and vehicle because its getting impounded?

Yes, because if he doesn't have probable cause to search inside it, he does not know whether you have a weapon concealed in it or not. Also, you may have contraband inside it and if he doesn't take control of it you may destroy evidence.
