Does the itouch have parental control?

Yes, in iOS 4.2 you can block the internet, YouTube, the iTunes store, installing apps, and deleting apps. You can also only allow age-appropriate apps, turn off location services, block certain Game Center features and certain music/videos. This is all available in Settings, General, Restrictions.
