What do northern harriers eat?

Not normally.The harrier is a bird of grasslands and meadows.It usually feeds on rodents and small birds.But as most predators,it is a creature of chance,and would not turn down an injured duck if the opportunity was there.Ducks fly much too fast to be taken on the wing for a harrier.
