Why do guys say give me a big hug and rub your boobies against me i dont get it?

Guys who say that are not nice people to hang aroung with. Around puberty a guys hormones are going crazy and they realy want to "attempt to produce a child." In addition, they guy may be showing off to his friends that he can get a girl to do whatever he wants.
