"Black people" is not a specific group. Dark skin just means one's ancestors lived close to the Equator. The San people are dark skinned and quite short, whereas the Nilo-Saharans, such as the Masai, are well above the world average in height.
Some white people in Scandinavia are tall, many in the Mediterranean area are short.
A lot of height depends on childhood nutrition. The Japanese were long known as a short people, but in the Twentieth Century that finally got enough to eat and today adults are several inches taller than their grandparents were.
