Is Amtrak owned by the government?

Yes it is a government corporation just like the post office. It was organized on May 1, 1971 after the Rail Passenger Service Act was passed by congress and signed into law by President Nixon in 1970. This act created the National Railroad Passenger Corporation which is a public/private entity supported by taxpayer money which operates Amtrak.
