Why is that when Queen Victoria is reign her husband was still called prince?

There were reason why Prince Albert was called Prince instead of King. The first reason why Prince Albert was not King was because Queen Victoria was Queen in her own right and not just because she was the wife of the King. The second was because he was not English, but German and her advisers did not want a foreigner with too much power.
