Only if they have a running start. Cows cannot jump up from a standing position like cats or dogs or deer can. They are simply too heavy and their legs not long enough to act like springs, and are not built to crouch before leaping upwards. But, if they have enough momentum to carry them up and over, you darned right they'll jump.
