Why is there two holes on a french cuff?

French cuffs when unfolded should have 4 holes at the end of each sleeve. Once folded, you should only see 2, one on the outside and one on the inside.

These holes are then fastened with either cufflinks, silk knots (monkey cuffs), or button cufflinks (which are two shirt buttons attached together in the middle with a string).
