What percentage of Australians travel overseas?

In 2006, there were 4.9 million Australian short-term departures. This might include multiple departures by the same person, so there's that problem. But, it brings us to the upper bound PER YEAR, being 4.9/21 giving just under a quarter... Seems like a high number. There must be lots of business people going on multiple trips, I guess.
