Normally, just because one is a felon doesn't mean they disqualify for a voucher or Public Housing. However, this depends on the regulations set forth by the Public Housing Authority (for voucher holders and for those in Public Housing). Every adult member living in an assisted household must be on the lease for the dwelling, and must be registered with that Housing Authority. If you suspect that otherwise is occurring, you should find out which Housing Authority is assisting the family and report it to them as soon as possible.
