Are Russians smarter then Asians

No. Of course not. No general group of people is naturally smarter than any other. Those differences are only on individual levels, and even on an individual level the differences are usually minor and only in certain areas. Everyone is good at something, and better at it than someone else. No one is awesome at everything, or unable to learn from others.

A certain genetic heritage or geographic or political or social background doesn't have anything to do with your natural intelligence. Perhaps being raised in a certain society might make you more knowledgeable about certain things, or help you to learn in a certain way, but it definitely doesn't make anyone inherently better or smarter than anyone else.
