Where are shanty towns built?

Usually just outside city limits and jurisdiction. A prime example can be seen from the suburbs of El Paso, looking south across the border valley at the poor and destitute living in a vast shanty town on the Mexican slope. Today, many are springing up in abandoned industrial neighbourhoods in America, where homeless people can scrounge some construction material to create a makeshift residence.
