The inability to shut one eye while keeping the other open is due to a neurological phenomenon called reciprocal inhibition. This occurs because the muscles responsible for closing one eye (orbicularis oculi muscle) are interconnected with the muscles that keep the other eye open (levator palpebrae superioris muscle). When you try to close one eye, the interconnected muscles of the other eye are simultaneously inhibited, preventing you from keeping it open.
