What does it mean when a boys stares at you every time he sees you and you ask him why do you stare at me all the time and he says i don't know what your talking about?

I think it means he likes you. I personally wouldn't do that but it depends on the guy.

He could be to shy to admit he likes you, or he could have been day dreaming. If you like him let him know and if he is just shy maybe it will help him get over being so shy.
