Why are governments of various nations encouraging greater development of cities?

There were problems with the growth of cities so many started to move to the suburbs which caused other problems. Now people are looking at new ways to revitalize cities and trying to stop or reduce urban sprawl. This may mean new methods of public transportation and changes in zoning laws.
