Who are the four craftsmen in Zechariah chapter 1 verse 20?

In order, they are:

1. The Assyrians

2. The Babylonians

3. The House of Esau [the Romans].

4. The House of Ishmael [the Muslims].

Other "horns" have ruled over the land of Israel, such as: the Persians and the Greeks, but dispersion and exile are the keys to this vision. Inasmuch as these are the only four "horns" that have exiled the people, there is no other possible answer.
